Is there a government funded program to help people suffering from mental illness?

my friend thinks he may be suffering from schizoid dementia but he has no insurance, no family, no nothing. he needs help very soon and i'm doing everything i can to find it. we live in florida. if anyone knows of any funded programs to help people like him get the treatment they need, please help me out.
